Male Breast Reduction Operations Sag in UK, Statistics Show

Jan 29, 2013 7:00am

In Britain, breast reductions for men are out and fat injections for women are in.

Last year, 20 percent fewer British men than the year before sought surgery to treat gynecomastia, better known as ?moobs? or enlarged male breasts, according to just-released data from the British Association of Aesthetic Plastic Surgeons.

And for the first time ever, British women had more fat injected into them than they had removed. Demand for fat injection procedures that plump up the face and smooth out lumpy thighs and flat bums rose 13 percent, while former best sellers like liposuction and tummy tucks fell by more than 10 percent.

Face lifts, brow lifts and other anti-aging touch-ups for the face were up by double digits. Eye lid surgery as well as face and neck-lift operations both soared in popularity for both sexes in 2012.

Of the more than 43,000 Brits who went under the knife for some cosmetic renovation, 90 percent were women.

Meanwhile in America, the ratio of men to women having cosmetic surgery is virtually the same as in the UK. Like the British, Americans have shown growing fondness for anti-aging fat injections as well. Americans still love liposuction and tummy tucks, but the big rise was in chin lifts ? ?mentoplasty? to pick up and reshape the chin rose by 71 percent in 2011, according to American Society of Plastic Surgeons.

One thing remained the same on both sides of the pond: The most common cosmetic procedure by far was breast augmentation. In the U.K., nearly 10,000 women opted for breast enlargement last year. In the U.S., more than 300,000 women surgically enhanced their breasts in 2011, the last time American statistics were released.

Cosmetic surgery in both countries remained big business despite a sagging economy. Americans had nearly 14 million cosmetic procedures last year, to the tune of $10.1 billion. In Britain, the number of cosmetic procedures performed rose by a little over 5 percent.

Dr. Malcolm Roth, past president of the American Society of Plastic Surgeons, said he thought the down economy might actually be helping the plastic surgery business despite the hefty price tag attached to many of the procedures.

?In the past, people were reluctant to take time off from work to recover from a cosmetic procedure for fear they might be seen as dispensable,? he said. ?But as time marches on and as more people are out of work, we?re seeing the pent-up demand from those who?ve decided it?s time to move forward and take care of themselves.?

Roth also speculated that the first wave of people who have been staving off the signs of aging with Botox and fillers are starting to find these minimally invasive procedures are no longer doing the trick.

?You can only camouflage the effects of aging for so long before surgery becomes the next option,? he said.

U.S. warns Antigua against "government-authorized piracy"

WASHINGTON (Reuters) - The United States on Monday warned the tiny Caribbean nation of Antigua and Barbuda not to retaliate against U.S. restrictions on Internet gambling by authorizing the "theft" of U.S. intellectual property.

"Government-authorized piracy would undermine chances for a settlement" in the Internet gambling case, said Nkenge Harmon, a spokeswoman for the U.S. Trade Representative's office.

"It also would serve as a major impediment to foreign investment in the Antiguan economy, particularly in high-tech industries," Harmon said.

The World Trade Organization authorized Antigua in 2007 to suspend copyright protection on about $21 million of U.S. intellectual property annually after Washington failed to comply with a ruling against a U.S. ban on Internet gambling.

The Caribbean nation on Monday put the United States on notice that it intended to proceed with that action unless the two sides soon reach a negotiated settlement.

"The economy of Antigua and Barbuda has been devastated by the United States Government's long campaign to prevent American consumers from gambling online with offshore gaming operators," Antiguan Finance Minister Harold Lovell said in a statement.

At its height, the remote gaming industry in Antigua was the country's second largest employer, and leading international gaming economists estimated that the industry was worth more than $3.4 billion to the Antiguan economy, the country estimated.

Currently, less than 500 people are employed in the gaming sector, compared to more than 4,000 at its height.

"This economic devastation has been caused by the direct actions of the United States," the government statement said.

Facebook's Open Compute Project splits up monolithic server design with help from Intel, more

As much as it's important to have every component of a PC stuck together in a laptop, that same monolithic strategy is a major liability for server clusters: if one part breaks or grows obsolete, it can drag down everything else. Facebook and its Open Compute Project partners have just unveiled plans to loosen things up at the datacenter. A prototype, Atom-based rackmount server from Quanta Computer uses 100Gbps silicon photonics from Intel to connect parts at full speed, anywhere on the rack. Facebook has also garnered support for a new system-on-chip connection standard, rather affectionately named Group Hug, that would let owners swap in new mini systems from any vendor through PCI Express cards. The combined effect doesn't just simplify repairs and upgrades -- it lets companies build the exact servers they need without having to scrap other crucial elements in the process. There's no definite timeframe for when we'll see modular servers put to work, but the hope is that a cluster's foundations will stay relevant for years instead of months.

NASA: 2012 Was 9th Hottest Year on Record Worldwide

Last year was the ninth hottest year for the globe since 1880, according to new data released by NASA and the National Oceanic and Atmospheric Association (NOAA) today (Jan. 15).

Of the nine hottest years on record, eight have come since the year 2000, with 2005 and 2010 sharing the dubious title of hottest year on record. The new data reveal the alarming, long-term trend of global warming caused by human emissions of carbon dioxide and other greenhouse gases, climate scientists said.

"The planet is out of balance, there's more energy coming in than going out," said James Hansen, director of NASA's Goddard Institute for Space Studies, during the press conference. "So therefore we can predict with confidence that the next decade is going to be warmer than the last one."

To calculate the global surface temperature, scientists at the NASA's Goddard Institute for Space Studies in New York collect temperature data from 1,000 weather stations around the world and combine that with sea-surface temperatures derived from satellite imagery and data from Antarctic research stations. The global surface temperature last year was about 58.3 degrees Fahrenheit (14.6 Celsius), about 1 degree Fahrenheit (0.6 Celsius) above the average from 1951 to 1980.

While the planet overall experienced a warm year, the continental United States faced a particularly hot year that blew all previous records away. The average temperature, about 55.3 degrees Fahrenheit (12.9 Celsius) was 3.25 degrees Fahrenheight (1.8 degrees Celsius) higher than the average from 1951 to 1980. [The 7 Hottest Climate Change Stories of 2012]

"We've broken the record by more than one degree, that is quite impressive," said Thomas R. Karl, director, NOAA's National Climatic Data Center, Asheville, N.C., during a press briefing today. "It literally smashed the record."

The incredibly warm spring and summer in the United States led to early greening of vegetation, followed by extreme drought conditions that are still going on, Karl said in the press conference.

The findings emphasize that skyrocketing emissions of greenhouse gases such as carbon dioxide and methane are warming the planet. These gases trap heat in the atmosphere rather than letting it escape back into space.

The amount of carbon dioxide in the atmosphere has risen precipitously since the advent of the industrial revolution: In 1880, the atmospheric carbon dioxide concentration was about 285 parts per million, while today, it is more than 385 parts per million, according to NOAA's data. Though that carbon dioxide can come from natural sources, most of it comes from the burning of fossil fuels to power modern society.

Natural variations in weather mean the spike in atmospheric carbon dioxide may not translate into a year-over-year, consistent increase in the planet's temperature, but each successive decade will probably be warmer.?

But one trend that will most probably occur next year is 2012's stunning loss of sea ice in the Arctic this summer and fall, Karl said. That can have global implications because the Arctic can affect weather patterns across the planet.

Aaron Swartz & A Culture of Denial: Depression & Suicide in Tech ...

Aaron Swartz & A Culture of Denial: Depression & Suicide in TechAaron Swartz, 26, an Internet developer and activist, committed suicide last week. The tech world has since been ablaze commenting and speculating on his life? and his death.

While many people point to the cause of his death connected to the overzealous prosecution by U.S. District Attorney Carmen Ortiz, it?s unlikely that a single thing led to his decision. If Aaron Swartz was like most of the 100 people every day who take their own lives in this country, the biggest thing that likely led to his death was untreated or under-treated depression.

Which comes as no surprise to people who knew him and have written about him. Nor after reading his own struggles with depression earlier in his life.

His passing is indeed a tragedy. But it?s time to realize that he lived and thrived in a technology sub-culture that mostly doesn?t understand ? or care much ? about mental illness.

While loved ones often search for answers after someone they know takes their own life, the answers are never very satisfying. In Aaron Swartz?s case, it appears that the jump to the cause and effect conclusion that his legal troubles led to his decision is overly simplistic. Young adults get into legal troubles all the time ? especially in certain disadvantaged parts of this country. The vast majority of them don?t take their own lives.

But we know that in most cases of suicide what is nearly always present is a history of clinical depression. And at the time the person has taken their life, it is depression that is either not being treated at all, or being treated inadequately. Swartz seemed to understand this, as he thought a great deal about depression, and linked to this description by George Scialabba:

Certainty that an acute episode [of depression] will last only a week, a month, even a year, would change everything. It would still be a ghastly ordeal, but the worst thing about it?the incessant yearning for death, the compulsion toward suicide?would drop away. But no, a limited depression, a depression with hope, is a contradiction. The experience of convulsive pain, along with the conviction that it will never end except in death?that is the definition of a severe depression.

Clinical depression ? like all mental disorders ? is exacerbated by stress. The more stress you have in your life, the worse the problem is usually going to get. Getting the book thrown at you by a federal prosecutor and facing the possibility of months (the last plea deal the U.S. Attorney was said to have offered was 6 months) or even years in jail is stressful. To a sensitive, brilliant person ? as Aaron Swartz was reported to have been ? it was probably beyond stressful.

Put those two together ? depression and a huge stressor ? and you have the recipe for a classic case of suicide.

And some people picked up on his down mood, as danah boyd said:

I knew he was struggling, but he was also a passionate activist and I genuinely thought that would see him through this dark period.

Which is a sentence we read time and time again from friends or family members after someone takes their own life. ?I knew he was struggling?? and yet? I thought he would be okay.

Silicon Valley is a Culture of Denial & High Stress

Not surprising, for people who are predisposed to depression, some work environments are not ideal. Wall Street, for example, is not a good place to work for a person with depression. Neither is Silicon Valley or really in any startup.

Startups, by definition, are high-pressure work environments, where a small group of people (usually young, white males) work 18- or 20-hour days to produce a product or service they believe will be The Next Big Thing (ala Facebook).

But because startups don?t live in a protected bubble, they?re going to suffer from the same human problems any company comprised of ordinary humans is going to suffer ? people with mental illness. After all, 1 in 10 people among us have one. Silicon Valley and tech startups are no different.

As investor Brad Feld notes,

?Many entrepreneurs don?t feel like they can talk openly about their depression, as they don?t want their investors, employees, or customers to know they are struggling with it,? he says. ?For anyone who has been depressed, not being able to be open about it with the people around you makes depression even harder to deal with.?

Startups think they are ?special? because they have some money and an idea. What they often don?t realize is that when it comes to the messy human things ? like emotions or health problems ? they are just like every one of us.

Fixing the Problem

Every tech startup, every VC firm, and indeed, every workplace has the power to help reduce future suicides. All they need do is to stop tolerating discrimination and prejudice against those who have a mental illness. If someone speaks up about their own depression or other mental illness, they should be met with the same open empathy you might give someone who was just diagnosed with cancer or diabetes. You make adjustments to help them make it through this period of their lives.

This sounds easy, but is harder than you might realize. Stigma still exists in many parts of our society, and often found among people who don?t think twice about health problems. There are still many ? too many ? who believe mental illness is a ?made up? problem and that people can just help themselves out of the problem if they only put their mind to it.

There is hope ? there is always hope. If anything good can come from a tragedy like this, perhaps it is helping others to better understand the vicious cycle of depression ? one that can ultimately lead to suicide for some.

The Emancipation Proclamation ? no movie tickets required

11 hrs.

While the fight to end slavery in the U.S. is winning hearts and minds at movie theaters ? on Thursday, ?Lincoln,? the movie, earned 12 Academy Award nominations ? travelers seeking a more intimate glimpse of history may want to head to a museum instead.

Signed 150 years ago this month, the Emancipation Proclamation that provides the backstory for the film is on display at museums and other cultural venues across the country.

It turns out that the document that ?freed the slaves? did not, in fact, end slavery in America. Rather, it was part of a process designed to bring the issue to the forefront in the Civil War. The Proclamation provided moral support for the Union cause, encouraged black men to enlist and set the stage for the passage of the 13th Amendment that would officially abolish slavery in the U.S.

As such, the Proclamation is more accurately seen as part of ?the entire emancipatory process that eventually freed 4 million people and brought the United States back together,? said Michelle Krowl, Civil War specialist at the Library of Congress.

Still, and technicalities aside, there?s no denying the significance of the document. ?It changed the nation,? said Howard Pollman, spokesman for The State Museum of Pennsylvania, ?and we?re still feeling the repercussions of it today.?

The following venues all offer unique takes on the story:

Library of Congress
While there are multiple versions and various copies of the Emancipation Proclamation still in existence, there was, of course, only one first draft, which was written by Lincoln in the summer of 1862. The handwritten document, which has not been on public display since 2009, can now be viewed at the Library of Congress in conjunction with the ongoing exhibition, ?The Civil War in America.? The Proclamation is on display until Feb. 18; the larger exhibition runs until June 1.

The State Museum of Pennsylvania
The State Museum of Pennsylvania in Harrisburg will showcase a copy of the Proclamation signed by Lincoln in 1864 as part of a special exhibit, "Emancipation: Lincoln and His Proclamation"?(Jan. 12?Feb. 3). Set among satirical cartoons, period posters and letters from soldiers, the exhibit ?provides context as to how the document was received at the time,? said Pollman. The exhibit will kick off with a special presentation by Harold Holzer, noted Lincoln biographer and chairman of the Abraham Lincoln Bicentennial Foundation, on Friday, Jan. 11.?

Indiana State Museum
As noted above, the Proclamation didn?t officially abolish slavery in the U.S.; that wouldn?t happen for two more years with the adoption of the 13th Amendment. At the Indiana State Museum in Indianapolis, visitors can view signed?copies of both documents through March 2. A companion exhibit, ?Lincoln: Five Generations of an American Family,? will run Feb. 9?Aug. 4 and will chronicle the family?s oft-difficult history through official documents, family photographs and personal possessions.

National Museum of African American History and Culture
The immediate impact of the Emancipation Proclamation can be debated but its signing remains a seminal event that has echoed across the American landscape ever since. That?s the premise of "Changing America: The Emancipation Proclamation, 1863 and the March on Washington, 1963,"?now on display through Sept. 15 at the Smithsonian?s National Museum of African American History and Culture. The first event took place 150 years ago; the second, 100 years later. Together, they represent key waypoints in the timeline of the American experience.

Traveling exhibits
Finally, for those who can?t make it to any of the above, the American Library Association (ALA) and National Constitution Center have partnered on a traveling exhibit that is currently visiting libraries and museums across the country.

Like the Spielberg film, ?Lincoln: The Constitution and the Civil War? goes beyond the Emancipation Proclamation to explore the political and constitutional battles over slavery, secession and civil liberties that raged during the Civil War. For tour dates and locations, visit the ALA website.

Depardieu skips drunk driving hearing in France

PARIS (AP) ? In the last three days, Gerard Depardieu met with Vladimir Putin to get Russian citizenship, got a prime seat at soccer's biggest annual gala in Switzerland and dashed off to Montenegro to eye some real estate.

But in all this whirlwind travel, he didn't manage to show up at a Paris court hearing Tuesday to face drunken driving charges because, his lawyer said, he had a vital meeting abroad for an upcoming film.

The 64-year-old French actor was in Montenegro meeting with the prime minister, it turns out.

The lawyer insisted that Depardieu, who has threatened to renounce his French citizenship and turn in his passport and social security card, wasn't trying to dodge justice.

Still, the hearing on a relatively minor charge was elevated to criminal court.

Depardieu's battles against the French government and French justice began nearly at the same time. In November, he fell off his scooter in Paris and was charged with drunken driving. The following week, the mayor of a Belgian border town announced that the man whose roles in 150 films have all but defined French drama had set up house there to avoid rising French taxes.

The prime minister's new epithet for Depardieu ? "pathetic" ? set the actor off again. In an open letter in mid-December, Depardieu said the country he loved was no longer home to him.

"I'm leaving because you believe that success, creativity, in fact, differences should be punished," he wrote. "I won't cast a stone at (people) who have cholesterol, hypertension, diabetes or too much alcohol or those who fall asleep on their scooter: I am one of them, as you dear media outlets like so much to repeat."

On Saturday, he received a Russian passport directly from Putin; on Monday he appeared at the FIFA awards ceremony in Zurich. And on Tuesday he was in Montenegro, apparently looking at property and meeting with the prime minister.

Depardieu's lawyer Eric de Caumont said his client was not trying to dodge French justice, but was abroad "meeting the producers of a movie," whose filming in New York will begin in January. He did not elaborate.

Depardieu has previously starred in films such as "Green Card" and "Cyrano de Bergerac."

Similar excuses are commonly accepted in French court, according to Christopher Mesnooh, another lawyer in Paris who is not linked to the Depardieu case. But missing a second hearing will not get the same understanding, Mesnooh noted.

The drunken driving hearing will now be deferred to a criminal court and he could lose his driving license and could face up to two years in jail, Caumont said.

It's not the actor's first tangle with alcohol. In 1998, Depardieu crashed his motorcycle when his blood-alcohol level was five times over the legal limit, escaping with leg and face injuries.

Depardieu's former wife said his latest dramas have a deeper cause.

"He has a tempest within him and is deeply unhappy," Elisabeth Depardieu told RTL in a radio interview. "In leaving (France), I don't think he's fully realized what he's done."

Lawyer: Tunisian suspect in Libya attack freed

TUNIS, Tunisia (AP) ? Tunisian authorities released one of the only men in custody for alleged links to September's attack on the U.S. diplomatic mission in the Libyan city of Benghazi, the latest blow to an investigation that has limped along for months.

Armed groups assaulted the lightly guarded mission on Sept. 11 and killed U.S. Ambassador Christopher Stevens and three other Americans, but despite U.S. promises there has been little news of progress so far in bringing the perpetrators to justice.

Ali Harzi, a 26-year-old Tunisian extradited from Turkey in October, was one of the only people actually detained over the attack, and at the time Tunisian authorities said they "strongly suspected" he was involved.

On Tuesday, however, his lawyer Anwar Oued-Ali said the presiding judge had "conditionally freed" Harzi the night before for lack of evidence. He must remain in the Tunis area to be available for any further questioning.

William Lawrence, the North Africa analyst for the International Crisis Group, said while it was very possible that Harzi might have been involved with extremist groups in Benghazi, it was impossible to tell without more efforts from the Libyans.

"If there had been a better investigation in Benghazi, this guy's role in the whole thing would have been a lot clearer," he said. "The fundamental issue is that the Libyans aren't prioritizing this."

Already back in December, U.S. officials were lamenting the lack of cooperation with the governments of the region, particularly Libya, in their ongoing investigation into the attack, saying most of the suspects remain free.

Mounting a coherent investigation is difficult for Libyan government ? especially in Benghazi ? because authorities rely on the militias who fought former leader Moammar Gadhafi and it is often difficult to draw clear lines between those providing security and those causing the instability.

In November, the official in charge of Benghazi security was assassinated, and on Sunday the Libyan government announced that the investigator sent to look into his death was himself kidnapped.

"You've had a long series of police and militia leaders kidnapped and killed in Benghazi," noted Lawrence, explaining why neither the Libyans nor the U.S. has been able to get far in the investigation. "Benghazi is certainly a very bad place to be a police officer."

For their part, Libyan officials have remained silent on the course of the investigation in the ambassador's death, saying only that it is ongoing.

Harzi was one of very few people in custody in relation to the attack, along with Jamal Abu Ahmad, a member of Islamic Jihad arrested in Egypt, according to U.S. officials.

Oued-Ali, the lawyer, described the release as "correcting an irregular situation" because authorities never had any real evidence.

Harzi is still officially charged with membership in a terrorist organization ? a charge punishable by six to 12 years in prison. In December, FBI officials questioned Harzi for three hours in the presence of a Tunisian judge.

The FBI has not commented on the results of the questioning, but Harzi's lawyer said they just asked if his client had any information about the attacks on the Benghazi mission as well as the assault on the U.S. embassy in Tunis three days later.

U.S. intelligence has blamed the Benghazi attack on militants who are members of a number of different groups. They range from the local Libyan militia Ansar al-Shariah, whose members were seen at the U.S. consulate during the attack, to militants with links to al-Qaida in the Islamic Maghreb ? al-Qaida's leading representative in the African region. The consulate's cameras captured many of the faces of armed men in a mob, and some have been questioned, but most remain free.

In a recent TV interview, Harzi's father, Tahar, said his son was just working in Libya in construction supporting his family.

Both Ali Harzi and his brother Brahim have had brushes with the law before, however. In 2005, the two were sentenced to 30 months in prison for having contact with another brother, Tarek, who fought against coalition forces in Iraq, according to lawyer Oued-Ali.

Tarek recently escaped from an Iraqi prison in the city of Tikrit and is at large, added the lawyer.

The father acknowledged in the interview that he had encouraged his sons to take up "jihad in the cause of God."

BEIRUT (AP) ? U.N. Secretary-General Ban Ki-moon on Monday expressed disappointment with Syrian President Bashar Assad for rejecting the most important elements of an international roadmap to end the country's civil war ? a political handover and establishment of a transitional governing body.

Assad in a rare speech Sunday outlined his own vision for ending the country's conflict with a plan that would keep him in power. He also dismissed any chance of dialogue with the armed opposition and called on Syrians to fight what he called "murderous criminals."

U.N. spokesman Martin Nesirky said Monday the secretary-general is disappointed that Assad's speech "does not contribute to a solution that could end the terrible suffering of the Syrian people." Nesirky said Ban and U.N.-Arab League envoy Lakhdar Brahimi will continue to work for a political transition that leads to U.N.-organized elections.

The West, including the U.S. and Britain, denounced Assad's speech, which came amid stepped-up international efforts for a peaceful settlement to the Syrian conflict.

On Monday, Turkish Prime Minister Recep Tayyip Erdogan also criticized the Syrian leader's initiative. He accused Assad of "state terrorism" and called on him to relinquish power.

"There is one way out for Bashar and that is to respect the will of the people and do whatever is necessary," Erdogan said at a media conference while visiting Gabon. His remarks were broadcast by Turkish state TV Monday.

The violence on the ground, meanwhile, continued unabated.

Syria's state media said Monday that government troops repulsed a rebel attack on a police school in the northern city of Aleppo.

The official SANA news agency said regime forces killed and wounded members of a "terrorist group" in the fighting late Sunday, but did not provide a number. The government and the pro-regime media refer to the rebels seeking to topple Assad as terrorists.

Aleppo, Syria's largest city and former commercial hub, has been a major front in the civil war since July, with battles often raging for control of military and security facilities such as the police school. Rebels have recently made gains around Aleppo, as well as in the east and in the capital Damascus, bringing the civil war closer to the seat of Assad's power.

The Britain-based Syrian Observatory for Human Rights said rebels clashed with troops in the suburbs of Damascus, including in Daraya south of the capital. The Observatory said the army sent reinforcements there to join in an offensive aimed at dislodging rebels from the district, located just a few kilometers (miles) from a strategic military air base west of the capital.

Activists also reported shelling and fighting in southern Syria, as well as eastern and central Syria.

In his speech Sunday, his first public address in six months, Assad struck a defiant tone, ignoring international demands for him to step down and saying he is ready to hold a dialogue ? but only with those "who have not betrayed Syria." He also vowed to continue the battle "as long as there is one terrorist left."

He offered a national reconciliation conference, elections and a new constitution but demanded regional and Western countries stop funding and arming rebels trying to overthrow his regime first.

Syria's opposition rejected the proposal. Those fighting to topple the regime, including rebels on the ground, have repeatedly said they will accept nothing less than the president's departure, dismissing any kind of settlement that leaves him in the picture.

As expected, Assad's proposal did get support from close Syrian ally Iran.

Iranian Foreign Minister Ali Akbar Salehi said it contains "solutions" to the conflict and outlines "a comprehensive political process which guarantees the presence of all voices in power." Salehi called on the international community to support Assad's initiative.

"All regional and international partners should help the immediate resolution of the crisis and prevent its spread to the region," Salehi said in a statement that was carried by the state-run IRNA news agency Monday.

Previous diplomatic initiatives have failed to stem the violence, which at times has spilled over into Syria's neighboring countries, including Turkey.

The Dutch military on Monday shipped Patriot missiles to Turkey, a fellow NATO member, after the alliance agreed in December to deploy the anti-missile systems along Turkey's southern border with Syria.

Once a close ally of Damascus, Ankara has turned into one of the Syrian regime's harshest critics since the uprising began. Turkey requested the missiles to boost its air defenses against possible spillover from Syria.

Violence has flared along the border in recent months, with Turkey firing artillery across the frontier to retaliate for Syrian shells hitting Turkish soil.

The two Dutch batteries are scheduled to be operational by the end of the month and will remain in Turkey for a year. They are part of a NATO contingent of Patriot missiles that intercept incoming ballistic missiles. Two U.S. and two German batteries are also being deployed to other parts of southern Turkey.

The Syria crisis began with peaceful protests in March 2011 but has since shifted into a civil war. At least 60,000 people have been killed in the conflict, according to a recent U.N. estimate.

Berlin airport delay damages mayor, embarrasses Germany

BERLIN (Reuters) - Berlin Mayor Klaus Wowereit stepped down on Monday as head of a board overseeing the building of the city's new international airport after yet another delay in the project dealt a fresh blow to Germany's reputation for efficiency.

Wowereit, a focal point of criticism due to delays in opening the 4.3-billion-euro ($5.6 billion) airport, bowed to the pressure and gave up the supervisory board chair to Brandenburg state Premier Matthias Platzeck. The airport is jointly owned by Berlin, Brandenburg and the federal government.

But Wowereit told a news conference he would not resign as mayor, despite calls for him to step down, due to the debacle over Willy Brandt International Airport, which was originally planned to open in 2008.

Already 20 years in the planning when construction began in 2006, the airport was then set to open in 2011. That was pushed back to June 2012, then to March 2013, then to October 2013 and now to some point after 2014.

"I'm going to be guarded about picking a date now," Wowereit said. "That it would be difficult to meet the target we had for this year was already known up and down the country."

The delays, caused mainly by problems with the fire-safety system, have turned the airport and its city into a nationwide butt of jokes. Authorities fear the latest hold-up could harm the global reputation of German engineering.

Tegel airport - one of three in the German capital that Willy Brandt International is meant to replace - was built in just 90 days during the Cold War.

Sixty years after that feat, the protracted struggle to open the new airport has exposed the inefficiencies of a country weighed down by regulations and layers of bureaucracy.

Construction only began in 2006 after a tortuous 15-year planning and approvals process for the air hub in the southeast corner of Berlin.

Wowereit has been mayor since 2001. He became a national celebrity by coming out as gay during that election campaign just as one newspaper was planning to expose his sexuality.

'WOWEREIT MUST GO'

Wowereit, a Social Democrat, has come under fire over allegations that he covered up news of the latest delay for the last three weeks, which prompted calls for his resignation that he later dismissed.

"Wowereit has withheld information about new problems at the airport and he's a liability," said Ramona Pop, a leader of the opposition Greens in the city-state assembly. She said the assembly should vote him out. "He's harming Berlin's interests."

The Greens' national co-leader, Juergen Trittin, intervened to tell Wowereit to step down: "It's over, Klaus."

But Wowereit won a potentially vital lifeline from his own party on Monday.

"Why should he resign? I can't see any reason for that," said the chairman of the Social Democrats (SPD), Sigmar Gabriel.

"If the technical experts say the airport opening has to be delayed, what else can the supervisory board chairman do?"

The calls for Wowereit to go are not likely to lead to his exit as the SPD has slumped in Berlin in opinion polls and the party could end up losing power in a snap election. There is also no heir apparent. But pressure on Wowereit is growing in the media and his standing in opinion polls has suffered.

At the height of his national popularity in 2006, Wowereit was one of only a handful of SPD state leaders capable of winning their elections and many saw him as a future chancellor.

Wowereit, 59, took over a city deeply in debt and struggling to overcome decades of Cold War divisions. With high unemployment and low wages, Berlin was also struggling to find its place in reunited Germany.

"Berlin is poor but sexy," Wowereit once said, giving the city a hip slogan that stuck and helped him win re-election three times. That image helped lure film and music companies as well as tens of thousands of artists and writers to Berlin even as the city's jobless rate fell and the cost of living climbed.

The new airport is named after Willy Brandt, the late former West German chancellor and Nobel Peace Prize laureate who also served as mayor of old West Berlin. ($1 = 0.7666 euros)

Detecting dusty clouds and stars: New radio wave technique uncovers shadows of clouds and stars in Milky Way's center

Jan. 7, 2013 ? The center of our Milky Way galaxy is a wondrous place full of huge star clusters, dust clouds, magnetic filaments and a supermassive black hole. But it can be a confusing place, too, posing challenges to astronomers trying to image these exotic features and learn more about where they are located in the galaxy.

Northwestern University's Farhad Zadeh has discovered a new tool for detecting dusty clouds and stars: simply take a picture using radio waves. He is the first to identify what he calls radio dark clouds and stars. Stars in the early and late phases of their evolution are shrouded by huge dusty envelopes in the form of dust and gas outflows.

"When you see these dark stars or clouds in radio wavelength images, it tells you something very interesting," Zadeh said. "We immediately know there is a cold gas cloud or dusty star mixing with a hot radiative medium and that an interaction is taking place. Knowing details of these clouds is important because the clouds can produce stars and also provide material for the growth of black holes."

Zadeh is a professor of physics and astronomy in the Weinberg College of Arts and Sciences and a member of Northwestern's Center for Interdisciplinary Exploration and Research in Astrophysics (CIERA).

Unlike in the optical, X-ray and infrared wavelengths, it is unusual to see a dark feature with radio waves. Radio is a long wavelength and therefore doesn't get absorbed easily and typically passes through whatever is in its way.

Initially Zadeh thought maybe the dark features he saw on the radio images he was studying were nothing, but then he connected the features to five known dense molecular and dusty clouds located in the center of our galaxy, some near Sagittarius A* (Sgr A*), the black hole.

"This technique provides very good sensitivity of faint dusty features, and it can produce images with even higher resolution than many other telescopes," Zadeh said. "It is an initial observation that tells you something is there that needs to be studied more closely."

In addition, astronomers can measure the size of dusty stars using this new technique.

Zadeh will present his results at 11:30 a.m. PST (Pacific Standard Time) Tuesday, Jan. 8, at the 221st meeting of the American Astronomical Society in Long Beach, Calif. He also will participate in a press conference on the galactic center at 12:45 p.m. PST the same day.

The interaction of a cold dust cloud with a hot radiation field results in a loss in the continuum emission and appears as a dark feature in the radio wavelength image, Zadeh said. The dark features that trace the embedded molecular clouds provide astronomers with the size of the cloud in three dimensions.

Although not part of the work he is presenting, Zadeh said a good example of a dusty cloud that could be imaged with his technique is G2, the tiny cloud that is fast approaching Sgr A*, our galaxy's black hole.

The cloud now is too close to the black hole for Zadeh to take an image, but he is looking at earlier data to see if he can locate G2 as a radio dark cloud.

"If the cloud was farther away from the black hole than it is now, we could detect it," Zadeh said.

For his study, Zadeh used Green Bank Telescope maps and Very Large Array images from the National Radio Astronomy Observatory. The National Science Foundation (grant AST-0807400) supported the research.

The title of Zadeh's paper, which was published Nov. 1 by the Astrophysical Journal Letters, is "Imprints of Molecular Clouds in Radio Continuum Images."
